About Us
Opacity monitor expertise since 1990
Environmental Monitor Service, Inc. (EMS) has been manufacturing and servicing opacity monitors since 1990. We are a certified veteran-owned small business based in Meriden, Connecticut.
Our opacity and dust monitors are built and tested at the factory to match each customer’s site dimensions. Our user-friendly designs support straightforward installation across a wide range of industrial applications.
Companies worldwide rely on EMS to monitor visible emissions, smoke, dust and opacity, including applications with 40 CFR 60, Appendix B, PS-1 requirements.
Built for long service life
With proper maintenance, EMS equipment has an average life expectancy of more than 15 years. Our opacity monitor service, repair and preventive maintenance support helps customers keep equipment operating dependably throughout its service life.

Our History
Environmental Monitor Service was founded by James F. Cognetta, who has more than 45 years of experience in the opacity and dust monitoring industry. As a former owner/vice president of Dynatron, Inc., he was with the company from its inception in 1972 until its sale in 1989. He and his partners pioneered much of the opacity and dust monitor technology that is the basis of equipment still used today.
In 1990, Mr. Cognetta took the knowledge and expertise he had gained during these years to his new company, Environmental Monitor Service. His vision was to provide his customers with the highest reliability, service, and support. Through his hard work and dedication, EMS has become synonymous with quality, dependable opacity, dust monitors, and factory and field service, which are second to none.

A second generation of leadership
In 2010, Mr. Cognetta announced that the company would transition to the second generation and handed many of his responsibilities to his stepson, Robert Zembruski. In addition, James has remained instrumental in the engineering and development of new products. We look forward to continued growth and new product development in the near future.
